Terms of Service

Last updated: July 16, 2026.

These Terms of Service ("Terms") govern your access to and use of the CAIR Action Guide website and any related tools, APIs, or services we make available (collectively, the "Service"). The Service is operated by CAIR Action ("CAIR Action," "we," "us," or "our"). Please read these Terms carefully.

By accessing or using the Service, you agree to be bound by these Terms and by our Privacy Policy. If you do not agree, you must not access or use the Service.

1. About the Service

The Service is a non-partisan civic information tool that helps members of the public — particularly the Muslim-American community — look up CAIR Action's published endorsements for candidates appearing on their ballot, based on a self-supplied home address. It also surfaces related educational content about candidates and elections.

The Platform is not a public forum and is not offered as a neutral hosting service. CAIR Action reserves the right, at any time and for any reason, to review, edit, remove, refuse, restrict, reorder, annotate, de-prioritize, disable, or otherwise moderate any content, account, feature, or interaction on the Platform, with or without notice.

The Service is provided for informational and educational purposes only. Endorsements reflect CAIR Action's own views and editorial judgment as of the date they are published. The Service is not a voter registration tool, an official source of election information, a polling-place finder, or a substitute for the official ballot or your state and local election authority's instructions.

You are solely responsible for verifying your voter registration, ballot, polling place, and any other election information through your official state or local election office before voting.

2. Eligibility and Verification

You must be at least 13 years old to use the Service. If you are between 13 and the age of majority in your jurisdiction, you may use the Service only with the involvement of a parent or legal guardian who agrees to these Terms on your behalf.

You agree to provide complete, current, and accurate information in connection with any application for access, verification, or continued use of the Platform. You authorize CAIR Action and its service providers to take reasonable steps to verify the information you provide, including by reviewing account information, device and network data, identity documents, public records, commercial databases, voter or location data where applicable, organizational affiliation information, and other information relevant to eligibility, authenticity, fraud prevention, trust and safety, or legal compliance.

CAIR Action may require additional information or re-verification at any time. Failure to provide requested information, or provision of false, misleading, incomplete, or outdated information, may result in denial of access, removal of content, suspension or termination of your account, forfeiture of any verification status, and permanent blocking from the Platform.

The Service is operated from the United States and is intended primarily for U.S.-based users. We make no representation that the Service or its content is appropriate or available for use in other locations. You are responsible for compliance with applicable laws in your jurisdiction.

3. Accounts and Access

Most public features of the Service are available without an account. Some features — including rating endorsements, submitting feedback, and any administrative tools — require you to sign in. Authentication is provided through our identity partner; by signing in you also agree to that provider's terms.

You are responsible for safeguarding your credentials and for all activity that occurs under your account. You agree to notify us promptly of any unauthorized access. We may suspend or terminate any account at any time, with or without notice, for any conduct we reasonably believe violates these Terms or harms the Service or its users.

Your access to the Platform is limited, revocable, nontransferable, and subject to these Terms. You have no ownership interest in any account, verification status, rating history, comment history, profile, or other aspect of Platform participation.

Administrative roles (including "owner," "admin," "site admin," "viewer," and "content reviewer") are granted at our discretion and confer only the access expressly assigned. You may not use any administrative access for any purpose other than the legitimate operation of the Service on behalf of CAIR Action.

4. Acceptable Use

You agree to use the Service only for lawful, personal, civic, and educational purposes, and only in a manner consistent with these Terms. Without limiting the foregoing, you agree that you will NOT, and will not attempt to or assist any third party to:

  • Access, use, or interact with the Service through any robot, spider, scraper, headless browser, automated script, AI agent, or other automated means, except for compliant search-engine indexing of clearly public pages;
  • Conduct, fund, encourage, or coordinate any denial-of-service attack, brute-force attack, credential-stuffing attack, distributed scraping campaign, or any other action intended to disrupt, degrade, or overload the Service or any user's access to it;
  • Circumvent, disable, or otherwise interfere with any rate limit, throttle, CAPTCHA, authentication, access control, security feature, or audit mechanism;
  • Submit false, misleading, fabricated, or bulk-generated addresses, feedback, ratings, or other inputs, including for the purpose of skewing analytics, polluting our datasets, or inflating engagement;
  • Probe, scan, or test the vulnerability of the Service or any related system, or breach or attempt to breach any security or authentication measures, except through a security-research channel we have expressly authorized in writing;
  • Reverse-engineer, decompile, disassemble, or otherwise attempt to derive the source code or underlying algorithms of any part of the Service, except to the extent that such restriction is prohibited by applicable law;
  • publish or transmit defamatory content, knowingly false statements, harassment, threats, hate speech, doxxing, unlawful discrimination, unlawful advocacy, or content that invades privacy or discloses personal information without authorization.
  • Frame, mirror, deep-link in a misleading manner, or otherwise present the Service in a way that suggests an affiliation, sponsorship, or endorsement that does not exist;
  • Use the Service in a manner that violates any applicable law, regulation, court order, or the rights (including intellectual-property, privacy, and publicity rights) of any third party;
  • Resell, sublicense, or commercially exploit the Service or its content without our prior written consent.
  • create or operate multiple accounts without express authorization;
  • submit unsupported allegations of criminal conduct, corruption, abuse, or other misconduct concerning any candidate, person, or entity;
  • upload, post, or distribute unlawfully obtained, confidential, privileged, or proprietary information;
  • use the Platform on behalf of, or for the benefit of, any campaign, candidate, political committee, foreign national, undisclosed principal, coordinated influence operation, or other person or entity in a manner that violates applicable law or these Terms;
  • interfere with the operation, security, or integrity of the Platform; or
  • use the Platform in any manner that CAIR Action determines, in its sole discretion, is inconsistent with the Platform's intended purpose, applicable law, or the organization's policies.

We may, at our sole discretion and without prior notice, throttle, block, suspend, revoke access to, or permanently remove any user, IP address, network, or automated client that we reasonably believe is engaged in any of the activities above. We may also preserve and disclose any information as necessary to comply with law, enforce these Terms, or protect the rights, safety, or property of CAIR Action or others.

You will not attempt to circumvent any access restriction, suspension, termination, verification decision, content removal, or technical control imposed by CAIR Action. Any attempt to do so is a material breach of these Terms.

5. Independence from Candidates and Campaigns

The Service is published by CAIR Action as an independent expression of CAIR Action's own civic and editorial views. The Service is not produced, funded, controlled, directed, requested, or coordinated by — and does not reflect the views of — any candidate, candidate committee, political party, political action committee, ballot-measure committee, or any agent or vendor acting on behalf of any of the foregoing.

No candidate or campaign has any right to dictate, edit, pre-approve, or influence the content, timing, audience, or distribution of any endorsement or other content on the Service. Inclusion or exclusion of a candidate, and the level of endorsement assigned (including "Endorse," "Preferred," "Joint Endorsement," "Oppose," and "No Recommendation"), is determined by CAIR Action alone.

Nothing on the Service should be construed as a solicitation, contribution, expenditure, or in-kind donation to any candidate or campaign, or as a statement made in coordination with any candidate or campaign within the meaning of any federal, state, or local campaign-finance law.

If you are a candidate, campaign staff member, consultant, vendor, or volunteer, you may use the Service only as an ordinary member of the public. You may not use the Service, our data, or our infrastructure to coordinate communications, target voters, identify supporters or opponents, build lists, conduct opposition research, or for any other campaign purpose.

6. Your Submissions

The Service may allow you to submit content, including ratings, feedback, missing-race reports, corrections, comments, and similar materials ("Submissions"). You retain whatever ownership rights you have in your Submissions.

By providing a Submission, you grant CAIR Action a worldwide, royalty-free, perpetual, irrevocable, non-exclusive, sublicensable, and transferable license to use, reproduce, modify, adapt, publish, translate, distribute, display, and create derivative works of the Submission, in whole or in part, in any media now known or later developed, for any purpose related to operating, improving, promoting, evaluating, and analyzing the Service and CAIR Action's mission.

You represent and warrant that (a) you own or have all necessary rights to your Submission, (b) your Submission is accurate and not misleading, (c) your Submission does not violate these Terms or any law, and (d) your Submission does not infringe or misappropriate the rights of any third party. You agree not to submit any personal information about any other identifiable individual without their consent.

This license survives any suspension, termination, deletion, or removal of your account or content. CAIR Action may preserve removed or unpublished content, together with associated metadata, moderation history, verification data, and technical records, for legal, safety, integrity, compliance, audit, evidentiary, or enforcement purposes.

We are not obligated to review, retain, publish, or respond to any Submission, and may remove or refuse to display any Submission at our discretion.

7. Intellectual Property

The Service and all of its content, design, software, code, text, graphics, images, logos, trademarks, compilations, and the "CAIR Action" and "CAIR Action Guide" names and marks (collectively, the "CAIR Action Materials") are owned by or licensed to CAIR Action and are protected by U.S. and international intellectual-property laws.

Subject to your compliance with these Terms, CAIR Action grants you a limited, personal, non-exclusive, non-transferable, revocable license to access and use the Service and to view the CAIR Action Materials for your own non-commercial civic and informational purposes. All other rights are reserved.

You may not copy, scrape, harvest, republish, redistribute, sell, license, modify, or create derivative works of the CAIR Action Materials except as expressly permitted in writing by us, or as permitted by applicable copyright exceptions such as fair use. Brief quotations of clearly attributed endorsement positions for journalistic or commentary purposes are permitted, provided they are not misleading and link back to the Service when published online.

8. No Legal, Financial, or Voting Advice

The Service provides general civic information. Nothing on the Service constitutes legal advice, tax advice, financial advice, voting-eligibility advice, or any other form of professional advice, and no attorney-client, fiduciary, or other professional relationship is created by your use of the Service.

District matching, ballot information, and candidate information are derived from third-party sources and from CAIR Action's own research, and may be incomplete, out of date, or incorrect. You should always confirm your ballot, your registration status, and any other election-related question through your official state or local election authority before relying on any information from the Service.

9. No Confidentiality and Political and Public Participation

Except as expressly stated in the Privacy Policy, you understand that content you submit to the Platform is not confidential. Ratings, comments, endorsements, responses, and related interactions may be public, semi-public, attributed, pseudonymous, or internally visible, as determined by CAIR Action in its sole discretion. Your use of the Platform may reveal or reflect political views, affiliations, interests, or advocacy positions. You assume that risk.

10. Privacy

Our handling of personal information is described in our Privacy Policy, which is incorporated into these Terms by reference. By using the Service, you also agree to our Privacy Policy.

You can review the current policy at our Privacy page.

11. Third-Party Services and Links

The Service relies on third-party providers for functions such as authentication, address autocomplete and geocoding, district matching, hosting, analytics, and error monitoring. Your use of those features may be subject to the providers' own terms and privacy policies, in addition to ours.

The Service may also contain links to third-party websites, including candidate websites and external election resources. We do not control and are not responsible for the content, accuracy, policies, or practices of any third party. A link from the Service does not constitute an endorsement of the linked site or its operator beyond any endorsement we have explicitly published.

12. User Contact Information and Political Communications

By creating an account, signing up for updates, submitting information through the Website, or otherwise providing your email address, mailing address, or other contact information to us, you expressly authorize us to collect, retain, store, and use that information to contact you regarding the Website, your account, platform activity, candidate endorsements, endorsement updates, voter guides, ratings, comments, advocacy campaigns, action alerts, issue updates, civic engagement opportunities, organizational announcements, educational content, public affairs content, and other political, educational, mission-related, or advocacy communications related to the Website and our programs.

You acknowledge and agree that such communications may be delivered by email, physical mail, or other contact methods permitted by applicable law. You may opt out of non-mandatory communications as described in our Privacy Policy or in the applicable communication, but your opt-out will not apply to transactional, administrative, legal, security, moderation, or other communications we are permitted to send under applicable law.

13. Disclaimers

THE SERVICE AND ALL CONTENT ARE PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS, WITH ALL FAULTS AND WITHOUT WARRANTY OF ANY KIND. TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, CAIR ACTION AND ITS AFFILIATES, OFFICERS, DIRECTORS, EMPLOYEES, AGENTS, AND LICENSORS DISCLAIM ALL WARRANTIES, EXPRESS, IMPLIED, OR STATUTORY, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NON-INFRINGEMENT, AND ACCURACY.

We do not warrant that the Service will be uninterrupted, secure, error-free, or available at any particular time or location; that any defects will be corrected; that the Service is free of viruses or other harmful components; or that any address lookup, district match, candidate listing, endorsement, or other content is accurate, complete, current, or suitable for your purposes.

14. Limitation of Liability

TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT WILL CAIR ACTION OR ITS AFFILIATES, OFFICERS, DIRECTORS, EMPLOYEES, AGENTS, OR LICENSORS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUES, DATA, GOODWILL, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR IN CONNECTION WITH YOUR ACCESS TO OR USE OF, OR INABILITY TO ACCESS OR USE, THE SERVICE — WHETHER BASED ON WARRANTY, CONTRACT, TORT (INCLUDING NEGLIGENCE), STATUTE, OR ANY OTHER LEGAL THEORY, AND WHETHER OR NOT WE HAVE BEEN INFORMED OF THE POSSIBILITY OF SUCH DAMAGE.

TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, OUR AGGREGATE LIABILITY ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE WILL NOT EXCEED ONE HUNDRED U.S. DOLLARS (USD $100). THIS LIMITATION APPLIES EVEN IF ANY REMEDY FAILS OF ITS ESSENTIAL PURPOSE. SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OR LIMITATION OF CERTAIN DAMAGES, SO SOME OF THE ABOVE LIMITATIONS MAY NOT APPLY TO YOU.

15. Indemnification

To the fullest extent permitted by applicable law, you agree to defend, indemnify, and hold harmless CAIR Action and its affiliates, officers, directors, employees, agents, and licensors from and against any and all claims, liabilities, damages, losses, and expenses (including reasonable attorneys' fees) arising out of or in any way connected with (a) your access to or use of the Service, (b) your violation of these Terms, (c) your Submissions, or (d) your violation of any law or any right of any third party.

16. Changes to the Service and Terms

We may add, modify, suspend, or discontinue any part of the Service — including any feature, content, or endorsement — at any time, with or without notice.

We may also update these Terms from time to time. When we do, we will update the "Last updated" date above and, where appropriate, provide additional notice through the Service. Your continued use of the Service after the updated Terms take effect constitutes your acceptance of those changes. If you do not agree to the updated Terms, you must stop using the Service.

17. Termination

You may stop using the Service at any time. We may suspend or terminate your access to the Service, in whole or in part, at any time, with or without cause and with or without notice. Provisions that by their nature should survive termination — including ownership, Submissions license, disclaimers, limitation of liability, indemnification, and the governing-law provisions — will survive.

18. Compliance, Investigations, and Enforcement

CAIR Action may monitor, review, investigate, and take action with respect to any account, content, or activity on the Platform where it believes, in its sole discretion, that doing so is appropriate to enforce these Terms, protect users, preserve Platform integrity, prevent manipulation, comply with law, respond to legal process, or protect the organization and its stakeholders. CAIR Action is not obligated to provide notice of any investigation, moderation rationale, or enforcement action, and has no obligation to restore any removed content or reinstate any account.

19. Injunctive Relief; Anti-Circumvention

You acknowledge that a breach of these Terms may cause irreparable harm for which monetary damages may be inadequate. Accordingly, CAIR Action will be entitled to seek injunctive relief, specific performance, temporary restraining orders, and other equitable remedies, in addition to any other remedies available at law or in equity, without the need to post bond to the extent permitted by law.

20. Governing Law and Disputes

These Terms and any dispute arising out of or relating to them or the Service are governed by the laws of the District of Columbia, United States, without regard to its conflict-of-laws principles. The exclusive venue for any dispute that is not subject to arbitration will be the state or federal courts located in the District of Columbia, and you consent to the personal jurisdiction of those courts.

Nothing in these Terms limits any right you may have under mandatory consumer-protection laws of your jurisdiction of residence that cannot be waived by contract.

21. Miscellaneous

These Terms, together with our Privacy Policy and any other policies expressly incorporated by reference, are the entire agreement between you and CAIR Action regarding the Service and supersede any prior agreements on that subject. If any provision of these Terms is held to be invalid or unenforceable, the remaining provisions will remain in full force and effect. Our failure to enforce any right or provision is not a waiver of that right or provision. You may not assign or transfer these Terms without our prior written consent; we may assign these Terms freely.

22. Contact

Questions about these Terms or about how the Service works should be directed to CAIR Action at cairaction.org.
